Notice of Race

1.                     Organizing Authority and Venue
The 2011 Finn DIF-DM will be held from the 04 to the 06 of August in Vallensbæk, Denmark. The organizing Authority is Vallensbæk Sailing Club, in conjunction with the Danish Finn Class Association.
The Regatta Centre will be in Vallensbæk Sailing Club.

2.          Rules
2.1        The regatta will be governed by the Racing Rules of Sailing for 2009-2012 (RRS), except as any of these are altered by this Notice of Race or the Sailing Instructions.
2.2                   No national authority prescriptions will apply.
2.3        All competitors shall have personal flotation in accordance with RRS 1.2.  Personal floatation shall be of a suitable size and certified by an internationally recognized authority or in writing by the MNA of the competitor.
2.4                   Racing rule(s) will be changed as follows:

• The preamble to Part 4 will be changed, to state that the obligation to wear personal buoyancy when signal flag Y is displayed not only applies while racing.
• Rules 35, A4 and A5 will be changed to state, that boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish.
• Rule 60.1(a) will be changed to state, that a competitor can not protest another boat or competitor for breaches of specific parts of the sailing instructions.
• Rule 61.1(b) will be changed so protests by race committee and protest committee will be posted on the official notice board. Rule 62.1(a) will be changed so failure to meet the target time will not be grounds for redress.
• RRS 62.2 and RRS 66 will be changed to shorten the times for requesting redress and for requesting that a hearing be reopened on the last day of racing.
• Rule A4 will be changed by stating, that a boat starting later than 4 minutes after her starting signal will be scored Did Not Start.

The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.
2.5        If there is a conflict between languages the English text will take precedence.

3.          Advertising
             Boats may be required to display advertising chosen and supplied by the organizing authority.

4.          Eligibility and Entry

4.1        Only competitors eligible in accordance with Finn Class Rules, who are current members of an IFA, recognized National Finn Association, and a club registered in DS and who have completed on-site registration prior to August 04 compete.
4.2      Entries must be send to VSK, or by entrering online at www.finnjolle.dk submitted through National Finn Secretaries on the Official Entry Form no later than Juli 22.either
4.3        The Entry fee is 850 DKK and shall be paid by bank transfer to:

4.4        No entry is complete until it has been accepted by the Organizing Authority and the National Finn Association.
4.5        Measurement Certificates must be presented at on-site registration.

5           Competition Format
5.1      The regatta will consist of scheduled 9 races.
6.                     Schedule
6.1

6.2        No race will be started after 15:00 on the last day of racing.
6.3        In the event of any day’s sailing being lost, an additional race may be scheduled for the following day(s) to enable the lost race(s) to be sailed. A maximum of 4 races per day will be sailed.
6.4        It is requested by the Nationally Finn Class and the organizers to attend the Opening and closing ceremonies.

7.                     Measurement
7.1        All boats will not undergo measurement of hulls, spars and sails as well as equipment checks according the Finn Class Rules (including item 10 of Part C “Major Championship Rules”) unless otherwise decided by the DFA Chief Measurer.
7.2                   All competitors shall hold a valid measurement and class registration certificate.
7.3        Each boat shall have a tow rope a minimum of 8 meters in length and of sufficient strength to tow several boats.

•                  Boats may be re-measured at any time during the Championship.

8.                     Sailing Instructions
The Sailing Instructions will be available upon on-site registration.

•                  Venue

             Racing will be conducted on the waters just outside the regatta harbour.

10.                   The Courses
Courses will be as per the current IFA Championship Rules.

12.                   Scoring

• 12.1   Four (4) races are required to be completed to constitute the Danish Championship.

12.2      When fewer than five (5) opening-series races have been completed, a boat’s series score will be the total of her race scores.

12.3      When five (5) or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

13         Support boats
Any Coach travelling to this event to coach is responsible for supplying a Country Flag for any countries for which they will coach.  Such flag(s) must be displayed aboard any coach or support boat while afloat in the vicinity of the racing area.

14         Radio Communications
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

15                    Prizes
15.1      The perpetual trophies will be awarded to the winners of the Danish National.  The Organizing Authority will provide prizes for each 5 boat (maks. 10) overall.
15.2      Daily prizes will be awarded to the skippers finishing first in each race.

16       Disclaimer of Liability
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority and DFA will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

17         Insurance
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1,5 million Euro per event or the equivalent.

18                    Doping Control
For the purposes of doping control (in-competition testing), the ISAF Anti-doping Code (ISAF regulation 21) will apply. The event shall be deemed to start at 11:00 on the 4rd of Aug 2011.

19                    Rights to use name and likeness
By participating in this event, competitors auto­matically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.

20         Changes to the Notice of Race
Any changes to this notice of race will be posted on the official regatta website www.vallensbaek-sejlklub.dk
www.fgc-2009.com no later than Aug 1st 2011.

• The undersigned agrees to be bound by the rules of the International Sailing Federation and all other rules that govern this event.

• The undersigned acknowledges that the competition in which he/she has entered is dangerous and assumes all risk of accident, loss of property and personal injury or loss of life.

• The undersigned also acknowledges that the establishment of any equipment regulations, and/or the inspection of boats, is merely for the purpose of ensuring fair competition and neither serves as a certification that the boat on which he/she is competing is safe nor relieves the undersigned of his/her sole and exclusive responsibility to maintain the boat in a sound, properly equipped, thoroughly seaworthy and safe condition.

• The undersigned represents that the boat on which he/she will compete in this event is sound, properly equipped, thoroughly seaworthy and safe. The undersigned represents that all equipment aboard, including, but not limited to, safety and emergency equipment, is properly stowed, has been well maintained, is in good operating condition and is appropriate for this competition.  The undersigned also represents that he/she and any crew permitted aboard the boat are experienced and competent, are physically fit, and capable of swimming and treading water in full sailing attire, and have been instructed in the use and location of all safety equipment aboard the boat.

• The undersigned acknowledges that the decision to start and/or continue racing is the sole and exclusive responsibility of the undersigned.

• In consideration of the acceptance of this entry, the undersigned certifies that each of the foregoing statements and representations are true and accurate and, on behalf of himself/herself and his/her heirs, successors and assigns, hereby releases and forever discharges the Yacht Club and the International Finn Association, and their respective members, volunteers, employees, agents, executive officers, race committees and juries from any and all liability arising out of his/her participation in this regatta and all social events connected therewith, whether such loss is due to property damage, personal injury or loss of life, even if such loss or injury is due to the negligence of any party so released.
